Atthebeginningofthewartherewas,indeed,occasionforthemostanxiousapprehension。APresidentknowntobeinfectedwiththepoliticalheresies,andsuspectedofsympathywiththetreason,oftheSouthernconspirators,hadjustsurrenderedthereins,wewillnotsayofpower,butofchaos,toasuccessorknownonlyastherepresentativeofapartywhoseleaders,withlongtraininginopposition,hadnoneintheconductofaffairs;anemptytreasurywascalledontosupplyresourcesbeyondprecedentinthehistoryoffinance;thetreeswereyetgrowingandtheironunminedwithwhichanavywastobebuiltandarmored;officerswithoutdisciplineweretomakeamobintoanarmy;and,aboveall,thepublicopinionofEurope,echoedandreinforcedwitheveryvaguehintandeveryspeciousargumentofdespondencybyapowerfulfactionathome,waseithercontemptuouslyscepticaloractivelyhostile。Itwouldbehardtoover—estimatetheforceofthislatterelementofdisintegrationanddiscouragementamongapeoplewhereeverycitizenathome,andeverysoldierinthefield,isareaderofnewspapers。ThepeddlersofrumorintheNorthwerethemosteffectivealliesoftherebellion。Anationcanbeliabletonomoreinsidioustreacherythanthatofthetelegraph,sendinghourlyitselectricthrillofpanicalongtheremotestnervesofthecommunity,tilltheexcitedimaginationmakeseveryrealdangerloomheightenedwithitsunrealdouble。
